Liu Biao is an important regional lord of Jing Province in Romance of the Three Kingdoms and controls one of the most strategically significant territories during the late Eastern Han.
After losing a secure political base, Liu Bei takes refuge with Liu Biao and remains in Jing Province for several years. Liu Biao accepts him but also remains wary of Liu Bei’s ability and growing reputation, giving their relationship a complicated political character.
Jing Province occupies a major position between northern and southern China and possesses substantial population and resources. Cao Cao, Liu Bei, Sun Quan, and other powers therefore regard control of the region as strategically important. In Liu Biao’s later years, disputes over succession increasingly divide his household and political establishment.
After Liu Biao dies, Cao Cao advances south and the political order of Jing Province rapidly collapses. Liu Bei is forced into retreat, helping set in motion the events surrounding Changban and the Battle of Red Cliffs. Liu Biao is not a champion warrior, but he is an important Person Subject connecting Liu Bei with the political geography of Jing Province.
